As part of the ongoing partnership between the Fair Tax Monitor (FTM) and Expertise France through the Gender Equality in Taxation (GET) project, a training event took place in Dakar (Senegal) from 26 to 28 May. Through a series of workshops with civil society organizations, we sought to make clear the connections between tax and gender within the context of Western and Central Africa.
Hosted by Expertise France, Oxfam and Tax Justice Network Africa, the three-day training was attended by 13 civil society organizations from Benin, Cameroon and Senegal – including the National Committee of the Extractive Industries Transparency Initiative (EITI) of Senegal – the President of which, Mr Thialy Faye, attended. The sessions of the training event included:
- Presentations on gender inequalities in the region, the movement for tax justice within Africa and the linkages between tax policies and gender inequalities;
- Analysis of current implicit gender bias in national tax systems throughout Western and Central Africa with a focus on recent and ongoing reforms in Benin, Cameroon and Senegal; and
- Policy proposals to remedy the negative impact of current tax measures in the region and to reform national tax systems towards gender responsive frameworks.

The workshop also focused on the new research methodology developed for the GET FTM project, which focuses particularly on tax and gender. A detailed examination of the methodology documents was carried out together with the three local partner organizations selected to develop national reports on tax and gender (Social Watch in Benin, CRADEC in Cameroon, and Forum Civil in Senegal), setting the stage for the research and drafting of the reports over the upcoming months.
In addition, online presentations were delivered by Mr Mark Mutumba (Uganda) and Mr Victor Sikombe from CUTS (Zambia) to share their experiences on the development of the Gender FTM reports in Uganda (2021) and Zambia (2022).
The training provided the partner organizations with the necessary tools to develop the national reports towards an expected publication in early 2026.
